Council Takes No Action On Trail Plan

The Noel City Council on Tuesday night heard from Nikki Hill of the Harry S. Truman Coordinating Council about a city trail plan.

Hill said her organization has been working to connect southwest Missouri to the northwest Arkansas trail network. She has been working with Southwest City to pass a city trail plan, she said. Next, she is working with Anderson, and she wanted to see if the city of Noel wanted a trail plan.

Mayor Lewis Davis said the city has no money for trails. All grant programs require a match, he said.

Hill said it is true there is a 20 percent match. However, she noted, the city can do fundraising or even use volunteer hours for their match.

Alderman Allie Peck said, "I think we should do the planning anyway."

The council took no action Tuesday night.

Sid Bivins of the Elk River Golf Course appeared before the council to request a variance. He explained he had some thefts last summer and he wanted to put a fifth-wheel trailer at the golf course and have an employee live in it to hopefully deter the thefts.

The council agreed to give him a variance for three months, at which time he will have to come back and ask again.

The council accepted the resignations of South Ward Councilwoman Peggy Vlaovich and building inspector Roy Vlaovich. It appointed Steve Powell to replace Peggy Vlaovich.

Davis reported to the council that the project on Scout Drive is complete. The project is a repair job to the road, which was damaged during last year's spring floods. Davis said the invoice was sent to FEMA.

"As soon as they tell us how much they'll pay, which should be 75 percent, we'll pay the other 25 percent," he said.

A discussion arose regarding the Christmas decorations that were still up.

Peck suggested having a set time to put up and take down the decorations each year. She said they should go up the week after Thanksgiving and come down the week of New Year's Day.
