Goodman City Council Receives Audit Results

Nick Myers, CPA, presented the 2015 audit results at the Goodman City Council meeting May 17.

Myers noted that the general fund and street fund increased about $15,000 in expenditures over 2014 to 2015.

The water/sewer fund's total operating revenue was $305,742, with expenditures of $318,583 and with a total operating loss of $12,841. Myers said that, with the assets, the water/sewer account ended with a balance of $3,524.

The council discussed the motor vehicle tax proposition. Mayor Greg Richmond noted that the proposition was asking the people to maintain a tax that they are already paying and it might be a good time to put it on the August election ballot. The council agreed.

The council discussed Duane Cooper, city attorney, changing law firms and relocating his practice to Wood, Cooper & Peterson in Neosho. The council agreed to maintain Cooper as the city attorney.

The council agreed to continue membership in the McDonald County Chamber for an annual fee of $180.

NEW BUSINESS

Police Chief Curt Drake said he has received several complaints about semi-trucks using Jake brakes on Main Street. Richmond said, since Main Street is also C Highway, a state highway, that the city may not be able to pass a code or put up signs to stop this. Drake noted that the trucks use the brakes coming and going on the hill out of Goodman on Main Street.

Kevin Keeney addressed the council regarding places on his block which still have high grass, weeds and brush. Keeney also reported that people are living in a camper behind a house on Main Street.

Drake inserted that he has told the residents at that property that no one can live in the camper. He said the landowner does not own the camper.

The council noted that city code does not allow anyone to let someone live in a camper on their property and the owner of the property should be ticketed for allowing people to live in the camper. Drake said he will issue a ticket to the landowner.

DEPARTMENT NEWS

David Brodie, city supervisor, noted that the city received a letter from the Department of Natural Resources regarding the water system inspection. Brodie requested that discussion regarding the inspection be tabled to the next council meeting. The council agreed.

Brodie noted he had to call Reavis Pump Company due to the pump kicking the overload and shutting off. Brodie said he got it started again and it seemed to be working.

Brodie said that Butch from Reavis came to check the problem and did some rewiring on the well and will monitor it to see if that took care of the problem.

Brodie said the summer helper in his department began working the day of the council meeting, May 17.

Paula Brodie noted that she placed a copy of the city's McDonald County Chamber advertisement in the council packets as well as the agenda and information from the Joint Land Use Study Implementation meeting she attended for the city.

Paula Brodie noted that letters regarding high grass have been sent to several residents of Goodman.

Paula Brodie noted that included in the council packets is information on a grant-loan program for people needing new septic systems.

Alderman Keith Kohley noted that raincoats should be purchased for the police officers in Goodman. Drake said he will check the prices of raincoats and provide the information to the council.

The council discussed and approved bills from May 17, 2016, in the amount of $47,267.17.
