Goodman Resident Asks For Garbage-Fee Waiver

Goodman's trash disposal fee was a subject of business during the regular City Council meeting on Tuesday. Like most municipalities, Goodman has a mandatory fee.

Resident John Bunch appeared before the council to discuss waiving the charge for a property that he owns but stands unoccupied. He noted that in the minutes of the previous council meeting, the subject was tabled.

The City of Goodman is seeking two volunteers over the age of 18 to play the role of Santa’s Elves during the Kansas City Southern Christmas Train’s stop in Goodman at 4 p.m. on Wednesday, Dec. 14.

There is no height requirements and costumes will be provided. Those interested may call City Hall at 417-364-7316.

Bunch likened the trash disposal fee to Obamacare, saying "I'm forced to buy a product I neither want nor need."

City Clerk Karla McNorton explained that waiving the disposal fee for Bunch would set a precedent for other properties in town that would be difficult to maintain.

"I believe we decided to leave it as is at this time," said Mayor Richmond.

Shauna Landess addressed the council in regards to a property she owns on Williams Street that is undergoing renovation. Landess said that the roof will be on and the exterior will be cleaned by the third week of February. She explained the she won't have the funds needed to complete construction until the first of next year.

"It's hard with one income," she said.

Clerk McNorton noted that if any of the workers were to get paid for the project, she would need to secure a contractor's license.

The council voted to extend the project's completion date and meet with Landess during the March 7 meeting to confirm.

Departmental Reports

Tax Collector Megan Sexson reported a good month of collection.

Public Works Director David Brodie reported the purchase of 10 new 9-volt lantern flashlights. Brodie also noted that the Street Department has brush-hogged the span between Whitmore and Wall streets.

In other business:

• The council voted to hold a special meeting to discuss 2017 budgets on Monday, Dec. 19.

• The council voted that Richmond sign a temporary land easement on behalf of the council. Landowners in town have offered their property to be used for parking during the Kansas City Southern Christmas Train's stop in Goodman on Dec. 14. The document will give the city a one-day easement on the property at a cost of $1 per parcel. It also removes any liability from the landowner in the event of an accident.

• The council voted to approve the purchase of an annual membership to the Missouri Rural Service Corporation at a cost of $200.

• The council voted to instate Ordinance No. 2016-484 which creates a new chapter regarding crimes and punishment. This change was made in accordance to Senate Bill 491 and House Bill 1371 which resulted in numerous revisions to Title 38 -- the portion of state statutes that outlines crimes and punishment.
