Oktoberfest Oct. 1 In Pineville

Shawn Cooper of the McDonald County Chamber of Commerce addressed the council Tuesday regarding the upcoming annual Oktoberfest on Oct. 1 at Pineville Square.

Cooper asked the council to approve a beer garden for the Saturday event, which will be blocked off in a separate area of the Square, with a block of time set for it.

Mayor Gregg Sweeten said beer cannot be served on city property, therefore, the section blocked off for the beer garden will have to be on the street since the street is public property.

To maintain control, a bracelet will be issued to entrants to the beer garden, Cooper said. A hole will be punched each time a drink is purchased and beer sold will be monitored using the bracelet and number sold will be limited.

Alderman Jeff Slish said someone would have to be assigned at the beer garden to check ages. The council said liability insurance for the beer garden should be purchased.

Cooper said they are trying to draw all ages to the Oktoberfest and are aiming for a family mixed environment. The beer garden will be a late afternoon/evening activity. At suppertime, during the chili contest, he said they want to be able to serve beer with chili in the blocked off area.

Alderwoman Ann Crowder said the time needs to be made clear between the children's activities and adult beer garden activities of the Oktoberfest.

The council approved having the beer garden.

OLD BUSINESS

Sweeten completed the second reading for Ordinances:

• 16-15 and 16-16 involving the regulation and control of livestock, chickens and/or pigeons within the city limits. These ordinances were tabled and postponed for later discussion.

• 16-17 providing that certain provisions of the Pineville Municipal Code be amended to comply with Missouri Senate Bill No. 572 relating to penalties, court procedures and minor traffic violations, and setting an effective date. The council approved this ordinance.

DEPARTMENTS

Sweeten said he had a meeting with the Harry S. Truman Coordinating Council and they are trying to help get grant money.

Sweeten said the proposal for the apartment complex at Pineville is getting support and the senators' offices are going to write a letter of support.

Sweeten noted that he recently spoke to Rep. Bill Lant, and he is coming along well after his auto accident.

Sweeten said a chemical has been ordered for the treatment plant to protect the water supply.

Alderman Jeff Slish said, regarding the skate park proposal from Jonathon Hunter of American Ramp Company of Joplin at the last council meeting, that he and his wife have property which might work as the location. He said they would be willing to sell the land to the city.

Sweeten said the council will consider the Slish property and further discuss where the park should be and the infrastructure surrounding it.

Marshal Chris Owens addressed the council expressing the need for two newer vehicles for his office. Owens said the Crown Victoria is in bad shape and they have been putting a lot of money into keeping it running.

Owens said they may be able to sell the Crown Victoria to the city of Lanagan for $500 because they are in need of a car.

Owens said the Explorer could be traded in for a Charger. Owens said all equipment would be removed from the cars before they are sold or traded.

Sweeten said budget time is in a couple of months. Owens said if a new car is ordered now, it will take about two months to get it.

Sweeten said Fletcher auto sales said they would do state bids regarding the purchase of law enforcement cars.

The cost of the newer vehicles would be approximately $40,000 total for the two vehicles. The council approved purchasing updated vehicles for the marshal's office.

Alderwoman Ann Crowder noted that although the community building in Pineville is very nice, some landscaping is needed.

Bills in the amounts of $19,666.73 and $1,945.28 were discussed and approved by the council.
