The Pineville City Council meeting opened Tuesday with Linda Schlessman being appointed to the Housing Board. Schlessman was sworn in by Mayor Gregg Sweeten.

Larry Henson addressed the council regarding trash, animals and nuisances. Henson said trash from large bins is blowing everywhere and there should be a fence around them. Sweeten said there is no city code regarding a fence requirement.

Henson said that a lot of people are feeding feral cats. He said if people feed them, then they own them. Henson also complained about property the city owns behind his dad's house. He said the property is not maintained. The council responded that there are plans for a scenic walkway in the area.

Sweeten noted to Henson that he has 30 days to clean up the mess around his house or there will be a citation.

The council discussed pest control. There are currently quarterly sprayings. The council agreed to put pest control out for a bid.

Resolution 16-09 to annex a barbecue restaurant was tabled for a future meeting.

Ordinance 16-08, a smoking control ordinance, was read by Sweeten. This ordinance will prohibit smoking in certain public places; providing for the enforcement of the ordinance; and fixing the time when this ordinance shall become effective.

The purpose of Ordinance 16-08 is to "promote the health, safety and welfare of the citizens of the City of Pineville by decreasing exposure to secondhand smoke; and to create smoke-free environments for workers, patrons and visitors to public places within the city."

Sweeten said approximately 150 people were at the movie shown at the Pineville Square recently. Any money received for refreshments will go to funding the movies.

Sweeten said the next movie will be May 21.

The council discussed the possibility of adding murals in Pineville. They agreed that the murals should be consistent with the nature of the Pineville community -- not motifs which are more suitable for Bentonville and larger city areas.

The council discussed some trees which may present a liability to the city, and therefore, may need to be taken out. The council tabled this issue until the next council meeting.

Marshal Chris Owens introduced deputy marshal Sutherland, the newest part-time officer in Pineville, to the council. Sutherland will be working two nights a week.

Chris Tinsley, public works director, discussed problems with water lines and requested materials to make the necessary repairs.
